August 13th, 1886.

Mr. C.B. McQuesten,
15 West 31st street,
New York City.

Dear Sir:-

After careful investigation I can find no sufficient ground for your assumption that the circular mentioned in enclosed letter was opened or otherwise improperly treated at this Office. There is a far greater probability that the substitution of which you complain occurred on the route between Hamilton and New York; but I have no means of ascertaining the facts with certainty.1
