Dear Mr. McQuesten
As suggested at my interview with you last Tuesday, I forward herewith a quite preliminary memorandum1 on the way the various municipalities along the St. Lawrence would be affected in their social structure by the raising of the river levels. This memo was written to leave in black and white the ideas that almost naturally come to mind from a fairly close study of the contour maps of the area, and the extent of the flooding to be immediately and ultimately experienced, if the St. Lawrence scheme goes ahead in the way at present proposed. There are no suggestions in the memo as to how control should be exercised or supervision given the municipalities in their working their way through the acute physical, economic and social upsets that this major work is bound to bring upon them.
I was very interested in your comments relative to my remarks regarding surveys and registered plans in the organized municipalities, and trust that when my ideas in the matter are in more developed form, I may be allowed the opportunity to discuss them further with you.
